New ones are normally available from any place that sells those chairs.
If they are obviously worn short (or almost zero spring pressure when refitting) chipped or worn at strange angles, or if the motor is full of carbon and dust then yes replace. If they are a few mm shorter, otherwise healthy leave alone. They wear into the commutator as a set. And should be put back the same way in the same places.
How long they start out? No idea! But they normally last a lot longer than 1000 hours. Thats only 1 hour a day for 2.5 years.
2 poles die and burn up much faster. 4 pole motors usually run many years without issue.
Over the years motor lose efficiency in gearboxes, in the magnets losing strength. Then battery impedance too high makes them slower (new batteries if cheap will likely be worse than decent old ones) And users tend to get heavier over time...
